A Jersey deputy wants to break up the Planning and Environment Department into two separate ministeries.
St Helier Deputy Paul Le Claire says planning issues and environmental aims are often at odds and he'd like to see both camps separated with each cause being championed by its own minister.
Deputy Le Claire has raised environmental concerns over developments at La Collette but does not believe he's been getting the proper level of support.
On wider issues he quotes the pressure on land for more housing to accommodate the island's expanding population - a big area of conflict between the needs of the community and its effects on the environment.
Deputy Le Claire knows that what he's asking for won't be easy to achieve as under the current law the island can only have a total of ten ministers.
