Statler and Waldorf are the incorrigible comedy duo who make heckling their life. Even while dodging various flying Muppets and Lew Zealand's Boomerang Fish, taunting barbs and sarcasm would always prevail. Statler is the taller, thinner one sitting on the right as we look at them in their Muppet Show box. Waldorf, on the left, has a round head and is shorter.

Honestly you couldn't make it up...it's as if they've been to the States Chambers!!!

In response to the press part of this question, if it was a confidential report from which victims could be identified, I'd imagine that the BBC wouldn't have reported it for fear of being sued. They do have legal departments that assess the risk on such matters. Why do you think that the national press has not reported on it, even though Syvret handed it out last week?
