Default Investigation into legal highs

I see on one of the local media stations the Health Departments have launched an investigation into legal highs. This comes about after some teenagers had to be treated in hospital after taking legal highs at Jersey Live.

If they are legal highs what can they do apart from ban them? they can't take any action agaist the orginisers of Jersey Live as they were legal. Should they be?

I wonder how substances make it to the banned list. Does it have to be newly enacted in law or can the Health dept just say "right, we're not having this, this stuff is now illegal." ..?

Only a matter of time, I'm sure. Those who run this place don't want people off their heads unless it's on the approved drug Alcohol that they like.

Very irresponsible on their part, we did see the tent and wondered what is was about, I’m glad I never went near it now.

It was a bit of a stupid decision on someone's part, even if nothing had happened it still would of been a boon for the pipe and slippers brigade after some bad publicity...
